I just talked with 6 digi scrappers about the different software options out there...

 

  1. Photoshop Elements
  2. My Memories Suite
  3. Panstoria Historian/Artisan
  4. My Scrapbook Software
  5. Corel Paintshop Pro
  6. Lightroom

 

Of course there's also Photoshop CS/CC but did I miss any others?

Storybook Creator, maybe? I think I've heard that name come up. You can also use Photobook printer software. Many allow you to import at least your own papers, if not papers and png elements. Some people even use things like Microsoft Word or Powerpoint? Oh, and Gimp. It's complex, but free.
